La agenda de género y las demandas por la efectivización de derechos diversos –en muchos casos ya establecidos en nuestras legislaciones pero con cumplimientos lentos y deudas persistentes– están activas. Las mediciones indican que las distancias económicas entre sectores de mayores y menores ingresos se acortaron desde el inicio del nuevo milenio, pero la brecha sigue siendo enorme y vergonzosa y los signos más recientes no son alentadores. La pobreza afecta a millones y millones de personas y la disminución de los últimos años parece haberse detenido. Estas condiciones adquieren rasgos particulares en nuestras metrópolis, en las que se reviven las disputas por el suelo urbano y las viviendas siempre son escasas y de mala calidad para los más pobres, muchos de ellos migrantes.</p> <p>Frente a estas descripciones que podríamos ampliar y profundizar, <em>Ciudadanías. Revista de Políticas Sociales Urbanas</em> representa un compromiso de trabajo que busca incluir a académicos, investigadores y expertos, a funcionarios y a decisores políticos de diversa escala. LA MIRADA SOCIAL DE LA POLÍTICA DURANTE EL PRIMER AÑO DEL GOBIERNO DE JAVIER MILEI2025-07-04T00:30:14+00:00Pablo Semánpabloseman@gmail.comNicolás Welschingernicowelschinger@gmail.com<p>This article examines how, during the first year of the La Libertad Avanza (LLA) administration, Argentine society is deeply divided between a symbolically and politically empowered pro-government sector and another sector that distrusts and opposes the government, but whose public voice has been inhibited. This division reflects a complex mix of hopes for restitutional change, rejection of the political past, and repression (symbolic and material) of opposition voices. Based on fieldwork focused on the experiences of impoverished media and popular sectors of the Buenos Aires Metropolitan Area (AMBA), we aim to reconstruct what we call the social perspective of politics. The article concludes that, in the first year of Javier Milei's administration, two simultaneous processes have begun: the consolidation of the possibilities of transforming electoral change into a historic shift, and, at the same time, the consolidation of a social and political polarization with still unpredictable consequences.</p>2025-03-25T00:00:00+00:00Copyright (c) 2025 Ciudadanías. Using data from the Encuesta de la Deuda Social Argentina (EDSA-ODSA-UCA), it examines the evolution of poverty by combining traditional income-based measurement with direct indicators of economic deprivation. The study challenges the official poverty measurement, as it does not account for changes in household expenditure structures. While the analysis includes the evolution of indigence and income-based poverty rates, it expands the scope by incorporating additional direct indicators of basic household needs, such as food security and access to healthcare. Furthermore, it integrates a longitudinal analysis of the likelihood of entering, exiting, or remaining in poverty during the 2022-2024 period. The results show that the adjustment policies have deepened economic deprivation and inequality, disproportionately affecting the most vulnerable sectors. We will briefly characterize the institutional structures, benefits and work approaches in the history of the Ministry, created at the end of the last century, to move on to address what we understand defines a significant change in the social institutionality in the national government. Based on the characterization of the <em>pattern of expanded financial valorization</em> and the neocolonial alignment with the bloc led by the United States in a geopolitical and geoeconomic field of hegemonic conflict, the impact on the science and technology sector caused by DNU 70/2023 and the Large Investment Incentive Regime (RIGI), which is included in Law 27,742/2024, is analyzed.
