Abstract

Energetic transitions are complex processes and extend over time, involving years and even decades and involving several human generations in their realization. They are multidimensional developments that transform the societies where they take place and, at the same time, are modified by the unique characteristics of each human environment. Consequently, the monitoring mechanisms for these energy conversions are complicated procedures that require specific methodologies. Defining precise objectives and relevant indicators is therefore an essential task. The more so, in the current transformation processes of energy-related systems that, as never before in history, obey the planning will of human groups. In this paper we will address the monitoring and evaluation of the energy transition in the Federal Republic of Germany, known worldwide as the Energiewende, which has become a paradigm of the procedures necessary to transform the structures of energy supply in a country. We will focus on the first stage of this monitoring journey, where the fundamental goals and tools were defined to evaluate the decisions made and determine the course of actions to be followed.
