Portafolio para AMBA por COVID-19 para organismos de emergencias.

Abstract

The creation of a portfolio with works that involve risk assessment through the SWOT Matrix (analysis of Strengths, Opportunities, Weaknesses and Threat) and Project proposals as mitigation actions, facilitates us to present a current evaluation of the problems faced before COVID-19 and suggest strategies and action measures given the severity of its impact. The study is carried out on the metropolitan area of Buenos Aires (AMBA), considering as examples the departaments of Tres de Febrero and Tigre. Although the project proposals were created for two of the Parties, they are applicable to the entire AMBA, which allows the development of proactive actions aimed at the control, elimination or neutralization of COVID-19. On the other hand, the SWOT Matrix provides insight into the current problem from internal factors, those that respond to the weaknesses presented by the communities and the social conditions that can help to minimize it, such as their strengths. The SWOT Matrix for the case of the threat from COVID-19, as an external factor, shows its results through the strategies that are proposed, as well as the implicit opportunities for each locality that coexist to reduce the impact. Knowing the results of these analysis tools provides important suggestions to develop as public policies in the most vulnerable sectors.
