Abstract
This article develops the close bond between the urban solid waste issue and the climate change issue. It addresses this matter from the perspective of environmental policy, highlighting the transversal connection between both issues, and consequently, the management policies related to them. It also emphasizes the importance of designing transversal and sustainable environmental policies in accordance with environmental governance and the methodology of the 2030 Agenda Objectives. Finally, it describes the case of the GEF ARG/16/G23 Biogas Project, as a transversal environmental policy for managing climate change and urban solid waste, due to its main objectives: to avoid methane gas emissions resulting from improper management of organic waste; to improve waste management practices in municipal systems; and to promote renewable energies, among others
