Análisis del almacenamiento y transporte de materiales y residuos peligrosos en el área del Partido de Tres de Febrero de la Provincia de Buenos Aires, para el diseño de un mapa de riesgos ambientales derivados

Abstract

Accidents that may occur during the transportation and storage of goods and hazardous waste are unexpected situations, whose effects can be instantaneous and/or delayed which in turn can be fixed or become random as they incorporate and scatter in the environment, thus contaminating surface and ground waters, land and air. Conversely, and in accordance with its own nature, dangerous cargos entail a wide range of risks, such as: explosiveness, flammability, spontaneous combustion, toxicity, radioactivity, corrosive capacity, and also incompatibility among them facing a possible reaction during their transportation, handling, and storage. For these reasons, control of the scenarios where these materials are handled must be maximised in order to minimise risks. Moreover, creating training programs related to the prevention and reaction facing emergencies coming from the transportation and storage of hazardous materials and taking measures of awareness and sensitization in education institutions and organisms, which have a word in the management and control of this problem, is essential for risk management. In order to do so, identifying the storage and handling places of hazardous materials for a proper risk assessment and subsequent designing of emergency plans has a pivotal role. Consequently, we will be designing and making an environmental risk map regarding the handling and storage of goods and hazardous waste in the Tres de Febrero Partido located in the Province of Buenos Aires. First of all, the industries of Loma Hermosa, El Libertador, Pablo Podestá, Remedios de Escalada de San Martín, Martín Coronado and Villa Bosch were assessed. The obtained results will be embodied in a support tool useful for the prevention and handling of risks in the area of the municipality of Tres de Febrero, which will also enable the integration and synergy to make the most of the existing structures, making the necessary adaptations, and therefore achieving the efficiency and effectiveness of the efforts made by all the parties related to this issue, as may be police and medical emergencies, civil defense and firefighters.
