Based on the capabilities approach proposed by Amartya Sen (2000), this study explores housing as a producer of well-being, analyzing it in a macro way (the entire housing stock of the city) through an econometric approach, and its social or public version through a qualitative approach, using the city of Cuenca (Ecuador) as a case study within the 2015-2019 time period.
Two research questions and one associated with the search for public policy recommendations related to the problem of housing in Cuenca are developed: How has housing in general and its social or public version contributed to capacity building? What has been its socio-spatial impact in the city of Cuenca? Then, what recommendations are pertinent to reduce the problems associated with private and public housing production? Two hypotheses are maintained: 1. Housing satisfaction is correlated with its physical components, urban infrastructure, community aspects and ownership of housing; 2. Public housing has contributed to the urban expansion of Cuenca, which, associated with high land costs, is grounds for the reduction of capacities and freedoms.
