Abstract
In this article we will focus on the approach of the Local Councils of Childhood and Adolescence, local mechanisms of the system of promotion and protection of the rights of Children and Adolescents of Buenos Aires province, from the perspective of citizen participation. We consider that these devices territorially institutionalize the participation of local social organizations in childhood policy in a different way from that observed during the 1990s, which focused on the provision of goods and services and the execution of tasks within the framework of state programs. Although this is a role that social organizations continue to carry out, the conformation of Local Councils prioritizes a role linked to the diagnosis of local problems and the planning of initiatives.
