Abstract
In order to analyze social policies, we could stand on theoretical perspectives which would justify the establishment of conditions or, on the contrary, on prospects that oppose them because they consider that they contradict the idea of rights. Yet, in this work we intend to problematize these dichotomous responses and conceptual tensions that are present in the perceptions of those involved in this social policy, seeing the meanings given to these concepts not as correct or incorrect, according to a theoretical perspective on conditionalities, but complicating the analysis, articulating with other theoretical developments that expand the explanatory horizon of conditionality and, at the same time, account for how the subjects involved in the actual practice of conditionalities view it.
