Abstract
Both the commitment assumed by Argentina as State Part of the Convention on the Rights of the Child and the national and local laws on comprehensive protection of rights require that their implementation in public policies should be followed up. Taking all this into consideration, one of the most important tasks is the drawing up of register systems that could provide information on the access of children and adolescents to their rights. The present work debates the Unique Electronic Personal Record, first system for the registration of situations of threat or violation of rights, which is used exclusively by all the direct services and programmes of the Council for Children and Adolescents Rights, Government of the City of Buenos Aires.
