Abstract

The invisibility of the emotional dimension in the design and implementation of public policies contributes strongly to the job insecurity of care work, particularly the case of women workers who provide care to severely dependent people at home. The complexity of the task, poor training and the risks of poor regulation are some of the dimensions of this precariousness. Thus, using a qualitative methodology, an analysis of the content of secondary documents on the regulation and training proposed from the Personal Assistants Program of the Integrated National Care System in Uruguay was developed. The main findings point to a link between invisibility, the product of the naturalization of a know-how by women that perpetuates gender inequalities and the devaluation of care work.
