Abstract

This article presents a study about the reorientation of education policies for the secondary
school level that are intended to assist the social question during PRO office (2007-2019),
frome the transformation of the institutional architecture. The article analyzed how during the
period it adopted a managerialist model that brought about the fragmentation of this policies
in the organization chart and a reorientation towards worries for the "quality", "equity" and
“innovation” transforming, not without conflicts, the patterns of sociability structured in the
previous period. To the research, documental sources that establish changes in the
organization chart were relevated and interviews to civil servants vinculated to educational
programmes assigned to violated sectors were applied.
