Evaluación de resultados del Programa Hacemos Futuro: La evaluación integral de políticas públicas como oportunidad para la mejora de diseños de programas de transferencia condicionada de ingresos con perspectivas de ampliación de derechos

Abstract

The purpose of this article is to share a synthesis of the main characteristics of the evaluation process of the “Hacemos Futuro” Program, carried out by the National University of La Plata through the Secretariat of Social Policies, at the request of the National Council of Social Policies of the Argentine Republic. First, we will present the theoretical foundations of the evaluation methodological proposal, and the main methodological decisions made. We will focus on the importance of using in-depth interviews as an instrument for the construction of situated knowledge, from the perspective of integral evaluation. Then, we will present the main findings and lessons learned from the interviews carried out with both officials and Program holders, where the continuity of the public policy perceived by the holders in the conditional cash transfer programs becomes the main key to reading and selection of these inputs, as possible guidelines for the design of public policies of these characteristics.
