Acoples y desacoples del "Argentina Trabaja" con las pol´íticas de economía social y solidaria en Argentina: Contribuciones a partir de las implementaciones locales en el conurbano bonaerense (2009 - 2018)

Abstract

Based on an identification and comparative analysis of the social and solidarity economy policies carried out in the 24 districts of the Buenos Aires Suburbs between 2012-2018, the article develops that the Argentina Works Program, in spite of what its formulation maintained initially, was identified as an SSE policy only in 4 of the 22 districts where it was implemented, being more associated with conditional transfer policies by local public agents. This trend was exacerbated in the current context of conservative restoration. Based on an effort to build empirical information at this scale, the article presents statistics of the Program disaggregated by district, to which testimonies of national and municipal public agents are added. The analysis is expected to be a contribution to the discussion of public policies, territory and their relationship.
