Abstract

In the last decades, there has been an expansion of conditional cash transfer programs (CTP) in social protection schemes, as well as of their mutations in terms of design. While there are several factors that help to understand the processes of formulating social policies, we will focus on one: the social system of accumulation in which they are inserted. The question that will guide this work will be: what relations can be established between the PTCI and the social system of accumulation that it contains? To answer this we will consider the cases of two Argentine programs: the Family Plan for Social Inclusion and the Universal Child Allowance for Social Protection. The hypothesis that we will develop is that these programs are updated as a form of mediation between the social question and the incipient social system of accumulation that was being defined after the exit from convertibility. For this, we will resort to decrees and regulations of programs taken as cases, institutional documents and statistical data.
