Articulaciones locales en la implementación del programa Red Comunitaria de Apoyo Escolar: sentidos y representaciones de los actores según sus posiciones en el territorio
Abstract
This article analyzes the implementation of a socio-educational policy based on a qualitative case study that takes as empirical reference the Madre del Pueblo Organization, using the associated management model. The aim is to understand how local articulations are configured to sustain educational trajectories at the primary level among different territorial teams participating in the socio-educational program Red Comunitaria de Apoyo Escolar (RCAE), belonging to the Ministry of Education of CABA, in the Barrio Padre Rodolfo Ricciardelli. The work focuses on the meanings that the articulations have for the regional referents of the RCAE program, the coordinators and educators of the school support of the Madre del Pueblo Club and the referents of the management teams of two schools near the neighborhood, according to the positions they occupy in the territory. The research aims to contribute to the debate on the role of the State and other socio-community actors in the regulation and implementation of socio-educational policies by showing the scope of targeted policies supported by associated management and the place assumed by the State, as well as the hyper-responsibility that falls on civil society organizations.
